NAATP and Third Horizon Expand Reimbursement Benchmarking with Starset Rate Compass
State-, carrier-, and provider-specific rate data for addiction treatment providers, with exclusive pricing for NAATP members

The National Association of Addiction Treatment Providers (NAATP) and Third Horizon today announced an expansion of their reimbursement benchmarking partnership with the launch of Third Horizon's Starset Rate Compass, an interactive platform that provides visibility into published negotiated commercial rates for substance use disorder and mental health services in every state. Developed in response to provider feedback, Rate Compass builds on the initial NAATP Addiction Treatment National Rate Benchmark Report, released to members in December 2025 as the first national analysis of commercial reimbursement for facility-based addiction treatment.
The benchmark report analyzed published negotiated commercial rates from large commercial insurers for in-network addiction treatment, giving NAATP members national averages, common market rates, and upper-bound rates by level of care.
Rate Compass brings that national snapshot to each provider's local market. Users can view peer providers' contracted rates by state, county, carrier, service line, and level of care and compare their contracts with peer facilities and forthcoming public benchmarks in each market. The platform will also add tools that help providers use the data in payer negotiations and support financial sustainability.

Facility-based addiction treatment is one of the few areas in health care where reimbursement still does not reflect the complexity and value of care. Medicare does not pay for most facility-based levels of care, so commercial insurers often set rates based on outdated Medicaid benchmarks that do not account for the rising costs of delivering quality, evidence-based care. Low and uneven rates put programs at financial risk, limit access for patients and families, and keep many facilities out of network.

What Rate Compass offers
- Negotiated commercial rates for Blue Cross Blue Shield, UnitedHealthcare/Optum, Cigna/Evernorth, and Aetna/CVS, across all 50 states and the District of Columbia, with local and regional plans coming in 2027.
- Filters for facility-based levels of care, including withdrawal management, residential, partial hospitalization (PHP), and intensive outpatient (IOP). Outpatient and opioid treatment program services will be added in the coming months.
- The most common, median, and highest rates by carrier, along with individual peer provider rates.
- An Opportunity Calculator for revenue projections and scenario modeling.
- Regular refreshes from insurers' Transparency in Coverage files, with behavioral health expert review to flag unreliable comparisons and outliers.

Rate Compass is now available at ratecompass.thirdhorizon.com, with an annual subscription starting at $750 per state per service line. NAATP members receive an exclusive 30 percent off the list price at purchase and each renewal, through a members-only code.
